我国水资源污染治理的技术策略

摘    要:水环境污染和水资源短缺是全球淡水资源正面临的两大问题。随着我国经济的迅速发展 ,人口的增加 ,人民生活水平的逐步提高 ,工业化和城市化步伐的加快 ,用水量急剧增加 ,污水排放量也相应增加 ,加剧了淡水资源的短缺和水环境的污染。我国污水处理设施落后 ,污水处理率低 ,是造成我国水环境污染的主要原因之一。为了更快地改善我国的水环境 ,保护水资源 ,在学习国外成功和先进经验的同时 ,应汲取国内外的失败教训并结合我国的实际情况 ,对我国水污染防治和水资源保护采取综合治理措施。要研究、开发和应用基建费低、能耗低和运行费低的革新技术。因地制宜 ,采用处理与利用相结合的措施 ,利用生态处理系统 ,在污水处理的同时实现污水的无害化和资源化 ,实现水的良性循环和水资源的可持续利用。

Abstract:The water environment pollution and water resource shortage are two big problems worldwide. The water consumption in this country is increasing rapidly with the continuously economic development, population growth, elevated quality of life and accelerated industrialization and urbanization. The wastewater discharge is increasing respectively and the crisis of water pollution and water shortage become sharpen more. These were caused almost by a cardinal limitation: insufficient wastewater treatment capacity with low wastewater treatment percentage. For the aims to improve the water environment quality and to protect the water resources as soon as possible, all the advanced experiences worldwide in this sphere will be learnt and all the defeats worldwide in this sphere will be avoided. Comprehensive administration is necessary in the field of water pollution protection and water resources conservation to meet the practices in this country. Technical renovations of low investment, low power consumption and low operating expenses might be developed and adopted preferentially. The treatment and utilization shall be joined together, the ecological treatment system will be used adjust measures to local conditions to realize the wastewater innocuousation and resourcelization, to realize the favorable circulation of water cycle and to realize the sustainable utilization of water resources.
