| 摘 要： | 投入是加强农田水利建设的关键因素．浙江省农田水利投入存在主体不明、投入不足、补偿机制不畅、法律保障不力等问题，因此，浙江省的农田水利投入应明确政府财政为农田水利投入的主体，通过完善机制、政府扶持和法制化建设等对策，保证浙江省农田水利建设的可持续发展．

| Abstract: | It is self-evident that the investment is the key point of the farmland capital construction.Some issues related to the investment in rural water conservancy in Zhejiang are discussed in the essay,such as indeterminate main body,unreasonable compensation and uncertain guarantee.Several countermeasures are suggested to ensure the sustainable development in rural water conservancy construction by taking the government finance as the investment main body and perfecting legal system. |
