| 摘 要： | 论述新的城乡规划法对城市总体规划带来的挑战,包括市场灵活性与规划刚性、规划的双重职能(市场扭曲与更正市场失效)、规划之间冲突、评估编制等。讨论城市总体规划改革的建议和方向,如提高规划容量、灵活的功能分区、多样的建设标准、改变土地需求决定模式、规划整合、政策和计量分析等。

| Abstract: | This paper analyzes challenges in the new Urban-Rural Planning Law that urban master plan will face including the balance between planning rigorousness and development uncertainty, dual roles of planning (market distortion vs. market failure correction), evaluation and planning making under market system etc. Finally it recommends urban plan-ning reforms such as increases in planning capacity, flexibility in zoning and land uses, planning integration, policy and quantitative analysis etc. |
