| 摘 要： | 隋文帝改革行政体制，加强中央集权。重节俭、宣德法，息安战乱，休养士民，发展经济，社会呈现空前繁荣，开创了中国历史的一个新阶段。其行政管理思想在中国古代行政管理思想史上占据重要地位，对于今天的行政管理也有一定的借鉴意义。

| Abstract: | Wen emperor of Sui Dynasty emphasizes frugality and advocates implementing moral and institution. His adnfinistrative system reforms siming at intensify centralization of state power rehabilitates people badly suffered from wars and prospers the economy and society, which inaugurates a new phase in Chinese history. His administrative thoughts hold an important status in ancient Chinese administrative thoughts history, and will give some illumination on current administrative thoughts. |
