| 摘 要： | 就实践中遇到的西北地区农村基数大、资金贫乏等地域性问题展开思考,在充分考虑"造血"、"输血"关系的基础上,对解决的对策进行了归纳,从村落类型化、目标明确化、产建综合化等方面进行了探索,并根据实例进行具体的运用与实践。

| Abstract: | This paper discusses the typical re- gional problems in the countryside of Northwest China such as the large rural population and scarcity of con- struction funds. Considering the relationship of "he- mopoiesis" and "transfusion" which means the self- supporting development mode and upper government- supporting development mode, it summarizes the countermeasures of the problems including classifi- cation of villages, specification of development tar- gets and comprehensive industrialization and so on. |
