公共政策的伦理基础及其反思——基于社会资本的视角

公共政策作为一系列权威性的分配价值的决定和行动,在其理论发展过程中往往过于注重理性分析而忽视了伦理规范问题,导致公共政策＂公共性＂维度的偏失。随着公共政策伦理研究的深入,公共利益作为公共性的根本诉求,逐步确立了其在公共政策体系中的基础性地位。但由于公共利益概念的宽泛性与不确定性,使其在界定与实现层面都步履维艰。引入社会资本的视角,尝试对看似松散的公共利益进行整合,使其能够更好地体现公共政策的伦理精神。同时,社会资本对公民参与的强调也为公共政策研究提供了另一个不可或缺的视角。

The Ethical Foundation of Public Policy and Its Reflection --In View of Social Capital

As an authoritative decision and action of distributing interest, public policy ignores the ethical code in its development. This situation leads the lack of dimension of ＂publicity＂. Nevertheless, public interest becomes the ethical foundation of public policy with the progress of the research. But the develop- ment of public interest is restricted by its own broadness and uncertainty in both definition level and im- plementation level. Analyzing and reconstructing public interest by the conception of social capital proba- bly is an effective way to show the ethical spirit of public policy. Meanwhile, the social capital is also a necessary factor of emphasizing civic engagement.
