高校基建管理模式与应用研究

在国家“科教兴国”战略指引下,近年来高等院校的基建投资有了较大幅度的增长。高校基建投资项目多为政府工程,而高校的中心任务是教学和科研,如何根据这些特点,做好高校基建项目的管理工作就显得非常重要。本文依据笔者在清华大学基建规划处进行项目管理的实际经验,对高校基建项目的管理模式进行了比较分析,并以矩阵制管理模式为例,探讨了高校基建项目的管理方法,以期为以政府投资为主体的国家机关、行政事业单位的项目管理提供有益的借鉴。

STUDY ON MANAGEMENT STRUCTURES AND APPLICATIONS FOR UNIVERSITY CONSTRUCTION

With the government supports, the investment for university construction projects has increased rapidly in China. The sources of funds for construction mainly come from governments. How to effectively manage these construction projects become more important for all of related universities. According to the author's experiences in Construction and Campus Planning Office of Tsinghua University, this paper investigates construction management structures for university projects, and then introduces matrix management methods. The paper may provide useful references for other construction projects invested by governments.
