“十二五”时期我国能源管理体制改革任务及着力点

改革开放以来,特别是"十一五"以来,我国在能源管理体制方面取得了积极的进展,体制改革推动能源工业取得了显著发展。但是,我国能源管理体制仍然存在不少问题。"十二五"时期是我国能源产业转型攻坚任务能否完成的关键期,能源管理体制改革继续处于攻坚阶段,应在解决上述存在体制问题方面有所作为,朝着与比较完善的社会主义市场经济体制相适应的能源管理体制前进一大步,因此,面临五大方面艰巨的任务。为完成这些任务,有必要在培育市场竞争主体、鼓励市场适度竞争、理顺价格形成机制等十方面采取更大力度的改革措施。

Main Tasks and Key Measures of Energy Management System Reform in the 12th Five-year plan period

Since the economic reform and opening up,especially in the 11th five-year plan period,China has achieved significant progress in the reform of energy management system,which in turn prompted the fast development of energy industry in the country.There still exist some drawbacks,however,in the energy management system.The 12th five-year period is a key one for the task of transformation of energy industry.It is also a period in which the energy management system reform has to resolve many most difficult problems.More significant achievements should be made in overcoming the existing drawbacks and as a result leap forward to a fairly satisfactory energy management system.There are five main tasks in the reform.To finish those tasks,effective measures in ten key areas,such as fostering market actors,encouraging competition and improving price mechanism,need be taken.
