| 摘 要： | 实施需求侧管理是促进电力可持续发展的战略选择，其在有效缓解当前及今后电力供应压力，支持电力普遍服务、促进电力环保等方面将发挥突出作用。无论是从现状还是发展的角度看，需求侧管理都大有可为。国外经验及国内需求侧管理实施实践表明，政府介入和推动是有效实施需求侧管理的基本保障，而经济激励政策到位则是有效实施需求侧管理的关键。建立电力公差基金，是当前较佳的政策选择。

| Abstract: | DSM management is a strategic choice to improve sustainable power devel opment. DSM will give free rein to the role in the aspect of power supply pressu re, supporting common power service and improve power environment protection now and in the future.No matter from the present or the development point DSM has g reat potential.The experience home and abroad of DSM shows that government invol ving and promoting is the basic guarantee to implement DSM effectively and econo mic incentive policy is then the key to implement DSM effectively. Power public funds are the best political choice in the present period. |
