| 摘 要： | 西北地区高等教育呈现地域性、内向性、垄断性和流失型的特点。因此,西北地区高等教育在大众化进程中必然地承担着“由不完全精英化向不完全大众化初期过渡”和“由不完全大众化向完全大众化与精英教育相结合过渡”的双重使命。

| Abstract: | In the northwest region,higher education presents the characters of the region,introversion,monopolization and outflow.Therefore,in northwest region,higher education undertakes certainly the dual mission in massification progress such as "transits from incompletely the elite into the incompletly the early-stage massification" and "transits from incompletely massification into completely massification with elite education combined together ". |
