城市规划与城市灾害及其防治

1950年代以来，由于人类的不合理建设活动而造成的城市灾害成为了危害城市健康发展的重要因素之一。进入21世纪，伴随着“城市世纪”的到来，各种城市灾害及公共安全事故也不断频发。中国尤其是继2003年SARS之后，规划界开始重视城市规划与城市减灾及其防治的关系，并寻求从城市规划的角度找出应对方法。本文通过对城市规划与城市灾害的关系溯源，分析了人类建设活动与当代城市灾害之间的关系，并从城市规划角度提出了通过减少人类的不合理建设活动来对城市灾害进行防治的方法。
