趋近正义的城市绿色空间规划途径探讨

促进社会正义是城市规划的核心价值观.在城市规模快速扩张的同时,城市绿色空间的潜在复合价值日益凸显,引发相关利益各方的激烈争夺,在不同人群、地域之间出现了诸多分配不公平问题.基于绿色空间正义原则和分配标准分析,认为应在各方之间公平分配享有的权益和维护的责任,并通过对规划过程中的技术、识别、程序、补偿与执行环节的"非正义"部分进行完善修正,期待推动绿色空间规划建设趋近正义.

Urban Greenspace Planning to Achieve Social Justice

Social justice is a core value of urban planning. With rapid urbanization in China, the aggregate values of urban greenspace is becoming increasingly prominent, which leads to fierce competition among stakeholders and unfair distributionamong different populations and places. Based on the analysis of greenspace justice and allocation criteria, the author argues that the rights to enjoy greenspace and the responsibility for maintaining it should be equitably distributed among stakeholders. Meanwhile by pinpointing the "unjust" components in the planning process in terms of technology, identification, procedure, compensation and performance, the paper will contribute to the promotion of justice in greenspace planning.
