追求善治与善政的统一——杭州“最多跑一次”规划实施管理改革经验与启示

国家治理现代化体现为追求"善治"和"善政"相统一的过程。本轮规划实施管理"放管服"改革应超越简单的"简政放权",准确定位为追求善治与善政相统一的过程。本文以杭州"最多跑一次"规划实施管理改革探索为样本,在分析传统规划实施管理的关键问题基础上,从管理结构、运行机制、工作方法和外部协调等四个方面,引介和探讨了"杭州样本"的改革方法论、创新举措和有关经验,以期为后续的改革深化和全国同类地区改革探索提供启示。

PURSUING "GOOD GOVERNANCE" AND "GOOD GOVERNMENT": EXPERIENCES AND IMPLICATIONS FROM THE "RUNNING AT MOST ONCE" PLANNING IMPLEMENTATION REGULATION REFORM IN HANGZHOU

The modernization of national governance is essentially embodied in the process of pursuing "good governance" and "good government." This round of planning implementation regulation reform should not target at the simple actions of streamlining administration and delegating powers to the lower levels but pursue a more systemic transformation toward "good governance" and "good government." Based on the analysis of key problems in traditional planning implementation regulation,this paper takes the "running at most once" reform in Hangzhou as an example and introduces the reform methodology,innovations,and experiences gained from the four aspects of regulation structure,operation mechanism,working methods,and external coordination,in the hope of providing enlightenment for the followup deepening reform in Hangzhou and references for planning regulation reform in similar regions of China.
