摘    要:2017年2月中央办公厅印发的《关于划定并严守生态保护红线的若干意见》标志着国家层面的生态保护控制线划定要求与制度建设正式启动.同时我国欠发达地区的城镇面临生态保护与空间发展的双重任务.基于宁夏泾源县空间规划的实践,探索我国欠发达地区空间规划控制线体系划定方法.在深入分析欠发达地区市(县)空间发展现状问题的基础上,提出“城规引领、多方参与、严守底线、集约发展”的控制线划定方法论,并依据该方法论提出控制线划定技术框架与具体方法,提高控制线划定工作效率.

Abstract:In February 2017,the Central Office of the People's Republic of China issued Opinions on Delineating and Adhering to The Red Line of Ecological Protection,which marked the formal launch of the delineation requirements for ecological protection control lines at the national level.At the same time,the towns of underdeveloped regions in China are facing the challenge of ecological protection and spatial development.Using spatial planning in Jingyuan County of Ningxia as an example,this paper explores the delineation method of control line system in spatial planning in underdeveloped regions in China.Based on an indepth analysis of the current situation in the city (county),this paper puts forward the methodology of defining the control line:guidance by city plans,multistakeholder participation,strict observance of control lines and intensive development.The paper also propose a methodological framework and specific methods of control line delineation in order to enhance efficiency.
