摘    要:在实现中国梦和"两个一百年"奋斗目标的过程中,城镇人口不断增加、农村人口持续减少仍然是一个重要趋势。鉴于此,农村人居空间精明收缩是一个重要的价值判断和规划策略。本文在既有研究基础上,首先,通过构建农村人居空间变迁模型并引入统计数据,对农村人居空间收缩趋势进行实证研究;其次,通过引入空间惯性的概念,为解释农村收缩提供一个新的视角;第三,进一步论述精明收缩的价值选择,包括核心观点、基本原理和发展框架。农村精明收缩面对的现实问题普遍而复杂,但这也为城乡规划领域在实现中国梦的过程中,贡献自己的智慧和力量创造了新的可能。

Abstract:In the process of realizing the Chinese Dream and the "Two Centenary Goals",it is still an importart trend that the urban population keeps increasing while the rural population decreases.In view of the situation,the smart shrinking of rural human settlements is considered as an important value judgment and planning strategy.Based on existing researches,this paper firstly conducts an empirical study on the rural settlements shrinking by establishing a Rural Human Settlements Changing Model using statistical data.Secondly,by introducing the concept of space inertia,this paper provides a new perspective for explaining the rural settlements change.Thirdly,the value judgment of smart shrinking is further discussed,including the core viewpoints,fundamental principles and the development framework.The practical problems that rural human settlements' smart shrinking confronts are widely spread and complicated,but it also creates new possibilities for urban and rural planning to contribute its wisdom and strength in the process of realizing the Chinese Dream.
