发展在水:城市滨水时代来临

2010年后城市开始追求高质量发展,我国城市新一轮的发展正在呈现回归城市滨水区的态势。近期国际城市滨水地区发展实践表明,城市滨水地区可以帮助恢复与提升城市发展活力、改善地区环境、抓住发展机遇、重塑地区特色与形象。不同于城市一般地区,城市滨水区在发展效益、景观环境、公共生活、功能混合以及区域共享共建方面具有明显优势。通过对窑湾、西津渡、南山寺周边滨水地区的城市设计规划实践案例过程的分析,揭示滨水地区项目能够协同或促进其周边地区、城镇发展的规划设计策略与措施。首先,保护、修复项目所处的地区或城镇原有的生态河道水系,为城市滨水区项目引领地区高品质发展建立基础;其次,在规划设计范围内建立起具有明确功能与环境景观优势的滨水开放空间中心,以促使滨水区吸引区域协同共享、共建平台的形成;在核心项目与场所形象上需创造出能获得社会认可的特色意象,这些设计的"创新"常常会成为实现滨水区发展目标的关键。有效保护与利用城市滨水区,已成为这个时代城市可持续发展的标志。

URBAN WATERFRONT ERA IS COMING: NEW GROWTH FROM URBAN RIVERS

Since 2010 Chinese cities have begun to seek high-quality development, and they are focusing on urban waterfront in the new round of development. The successful development cases of urban waterfronts in the world show that waterfront development and expansion can help to promote urban development vitality, to improve the environment, to seize development opportunities, and to reshape the image. Different from other urban areas, urban waterfront possesses an apparent advantage over improving urban development benefits, the eco-environment, public life, and multifunctional mix, as well as regional cooperation. This paper analyzes the urban design and planning for waterfront areas around Yaowan, Xijindu, and Nanshan Temple, and reveals that waterfront projects can coordinate and promote the planning and design strategies of the surrounding areas and towns. Firstly, maintaining and restoring the river systems of relevant areas and towns lay the foundation for waterfront projects leading the high-quality development. Secondly, the open waterfront space center that is of distinct function and landscape advantage is established within the planning and design scope, to help the waterfront area to promote regional cooperation and sharing, as well as building the co-development platform. Finally, distinctive image features that are created for the core projects or central spaces often become the key to realizing the waterfront development goals. The effective protection and utilization of urban waterfront areas has become the symbol of sustainable urban development.
