基于“多规合一”的建设项目审批制度改革探索——以厦门自贸区为例

建设项目审批制度改革是转变政府职能、推动城市建设发展的重要工作;“多规合一”为推进建设项目审批制度改革提供了规划基础与平台基础,自贸区为深化改革提供了制度空间.在对当前建设项目审批改革的实践与研究进行回顾的基础上,剖析厦门基于“多规合一”的建设项目审批制度改革做法与工作成效,主要存在审批事项精简效果不够突出、各审批阶段内串联审批影响审批效率等问题,进而分析了厦门自贸区深化改革的必要性与可行性进行分析,通过借鉴新加坡在建设项目审批上并联审批流程、弹性审批方式等先进经验,提出在厦门自贸区的改革思路,总结出重实效、强化项目生成工作,减环节、推进实质性的并联审批,改方式、创新审批方式简化审查等三方面的实施途径,为深化建设项目审批制度改革探索新路径.

Reform of Development Review and Approval System in the Xiamen Free Trade Zone Based on Multiple-Plan Coordination

Multiple-plan coordination is conducive to the deepening of the reform in free trade zones.The paper reviews the present theory and practice of reforms in development review and approval system.It argues that existing practice lacks efficiency as a result of the linear development approval system.Therefore,there is an exgent need to reform of the current system.The paper discusses reform proposals in Xiamen Free Trade Zone by borrowing advanced Singaporean experience.Three proposed approaches include paying attention to practical results,parallel approval and simplifying review requirements.
