信息化防空兵部队作战能力评估包括信息、火力、机动、防护和指挥等5个战斗能力要素.该评估法基于群组决策,即针对群组中各专家给出的判断矩阵及对指标的打分,通过建立专家判断矩阵中包含的直接和间接判断信息间的关系,得到专家意见的一致程度,以确定专家判断的相对客观可信度及各指标的权值,计算其作战能力.
