摘    要:金沙江、长江上游、雅砻江、大渡河是我国宝贵的水电基地,规划69座电站装机容量13000万kW,年发电量7530亿kWh,是我国21世纪永续利用的电力能源。而南水北调西线工程规划自四大基地河源调水190亿m3,即将减少保证出力1054.3万kW、电量1099.3亿kWh,分别损失15%、14%。西水北调分期建设方案,自雅鲁藏布江及怒江调水近1000亿m3,可济黄补金。既可向黄河补水500多亿m3,又可向金沙江补水近400多亿m3。彻底解决黄河流域的缺水问题和增加黄河各梯级装机容量,而不影响四大基地的保证出力与保证电量,又能增加金沙江的下泄流量,确保北方用水,还可增加金沙江和长江上游的装机容量。

Abstract:Named as China’s hydropower bases, the Rivers of Jinshajiang River, upper reaches of the Yangtze River, Yalongjiang River along with Daduhe River that totals 130 million kWh installation capacity gathered from 69 power stations provide the sustainable electric power for the 21st century. While the water West North transition program intends to tap19 billion cubic meters from these Rivers, this will decrease the capacity and power energy of 10.543 million kW and 109.93 billion kWh, and lead to around 15%power energy and 14%capacity lost respectively. With the water West North transition program implemented by stages, 100 billion cubic meters water will be transited from Yaluzangbujiang River and Nujiang River to meet the water demand in Yellow River area. This will increase the installed capacity, and enlarge the water flow of Jinshajiang River without being at cost of power energy and installation capacity. Furthermore, it will ensure water need in the northern area, and increase the installed capacity of Jinshajiang River and upper reaches of the Yangtze River.
