| 摘 要： | 城市地下管线是城市地下空间的重要组成部分。中国城市地下管线信息化普遍模式:先期政府投入进行地下管线普查、建库建系统,后期由于信息数据缺乏规范标准,信息资源部门化管理,信息数据动态更新程度低,使数据库变成"死库"、系统失效,造成资金和资源的浪费。天津做为中国发展最快的特大城市之一,经过四年努力,借鉴国内外地下管线信息管理的先进经验,立足天津实际,运用顶层设计理念,探索提出地下管线信息管理天津模式:即"政府+企业+社会三位一体"齐抓共管,建设城市地下管线信息化。通过这种模式,在政府零投入的情况下,采取边收集数据,边整理,边建库,边服务,边完善,多项工作同步开展,长期全面进行城市地下管线信息化。
