工程建设监理行业健康发展供求机制问题初探

从1982年在鲁布革水电站工程中第一次采用工程监理,到1988年正式试点,工程建设监理制在我国已经过了20多年的发展,在我国工程建设领域起到了重要作用.但是由于供求机制不完善,我国监理制在实行过程中,还存在许多问题.分析我国工程建设监理领域存在的现实问题,提出解决问题的关键是建立监理行业健康发展的供求机制.从培育业主的主观需求,提高监理企业有效供给能力,提升政府服务职能三个方面论述建立良好供求机制的切入点,为监理制的改革发展提供思路.

On supply and demand mechanism of construction supervision

In 1982, project supervision was firstly used in Lubuge Hydropower Project, it was officially piloted in 1988. To the present, the project supervision system has been developing over 20 years in China. It has been playing an important role in construction field in China. However, for the inadequate supply and demand mechanisms, there are still many problems in supervision system. This paper analyzes practical problems exis- ted in the field of project supervision, proposes solutions to the key issue to establish the healthy development of supervision industry supply and demand mechanism. A good starting point is proposed from the following three aspects： cultivating owners＇ subjective needs, improving supply ability of supervision enterprises and the functions of government services, which provides an idea for the reform of project supervision system.
