太湖流域节水(防污)型社会建设探讨

太湖流域是我国经济社会最发达的地区之一,流域内人口密集,水资源总量不足,且水污染严重,用水需求的不断增长,使流域水资源供需矛盾愈加突出.在太湖流域建设节水(防污)型社会是解决流域本地水资源量不足、水污染严重的一项根本性措施,是流域各级水利部门的根本任务和重要职责."抓住两头,管住中间,断面控制,用活杠杆,机制体制"是流域节水(防污)型社会建设的总体思路和重点工作.

Discussions on water-saving society establishment in the Taihu basin

Taihu Basin is one of most developed areas in China in terms of economic and social development. However, conflict between water supply and demand becomes more obvious because of the densely population, water deficiency, water pollution and growing demand of water in the region. Establishment of water-saving society in the Taihu Basin is the fundamental measure for solving water shortage and water pollution problems in the area, which should be the key tasks and main functions of water management departments at all levels in the basin. Main approach or major task of establishing water-saving society is to control pollution by administrative, economic and also institutional devices.
