高校节能减排评价指标体系及综合评判方法

摘    要:为解决高校节能减排综合评判的决策问题,建立了高校节能减排综合评价指标体系,提出了一种层次分析法和模糊综合评价法相结合的高校节能减排综合评判方法:基于层次分析法构造模糊判断矩阵,选用一致性充要条件检验判断矩阵的一致性,进而推导出评价指标体系中各评价指标的综合权重;通过归一化处理得到各定性指标的模糊隶属度,采用梯形模糊数得到各定量指标的模糊隶属度,从而构造出评价指标模糊关系矩阵;最后根据主因素决定模型运算公式得到各高校节能减排综合评判结果.

Abstract:In order to make a right policy decision of evaluating energy-saving and emission reduction for campus, an apprasial index system of energy-saving and emission reduction for campus is built. A new evaluating method is proposed which combines the analytical hierarchy process (AHP) with the fuzzy comprehensive evaluaiton(FCE). Firstly,the fuzzy judgment matrix was established based on AHP,and the consistency of the fuzzy judgment matrix was tested in the necessary and sufficient conditions. Then synthetic priority weights of indicators were calculated. Secondly, fuzzy memberships of qualitative indicators were obtained by normalizing method, and fuzzy memberships of quantitative indicators were obtained by trapezoidal fuzzy number, hence the creation of the fuzzy relational matrix of indicators. Finally,the evaluation result was gained from the model (∧,∨ ).
