可再生能源和特高压接入的输电系统规划研究

摘    要:可再生能源与特高压在输电系统层面高渗透,给电网安全可靠运行带来一定影响。为全面评估输电系统运行状况,首先从经济性、可靠性、潮流、负荷、环境角度分析了可再生能源接入对输电系统运行规划的影响,从短路电流、穿越无功的角度分析了特高压接入对输电系统运行规划的影响,然后根据不同利益主体的侧重点不同,建立了考虑电网企业、政府、终端用户三个多利益主体的输电网规划方案评估指标体系,包括全寿命周期成本、风电场容量可信度等合计6种实用指标,采用模糊综合评估方法进行综合评估,最后通过某实际区域的输电网规划方案比选算例验证了方法的有效性并给出了比选结果。所提综合评估方法因考虑了可再生能源和特高压的广泛接入而更有应用前景。

Abstract:Firstly, the impacts of renewable energy integration on transmission network planning from the perspectives of economy, reliability, power flow, load and environment, and the impacts of UHV integration on transmission network planning considering short-circuit are deeply analyzed. Then, according to different emphases of different participants, the assessment indicators of transmission network planning considering power grid enterprises, government and users are established, including life cycle cost index, wind power capacity credit index and so on. The fuzzy comprehensive evaluation method is adopted. Finally, a practical transmission network planning comparison case is carried out, which verifies the effectiveness of the proposed method in this paper and the results are given.
