多维贫困视角下水库移民隐性贫困的识别与测度

水库移民作为一项复杂的社会系统工程,在移民安置过程中,失去土地、补偿标准不到位、原有社会关系网络断裂、生产生活方式转变不适应、受教育程度不高以及心理上的失落容易造成移民多维度隐性贫困。而隐性贫困的隐蔽性、累加性等特点导致不易被察觉而成为遗留问题,最后可能引起库区和安置区的社会不稳定。本文运用AF方法对出山店水库移民搬迁整个过程中多维隐性贫困的变化情况进行识别和测度,并对搬迁后移民的隐性贫困进行深入剖析,得到移民搬迁后存在隐性贫困的深层原因,有针对性的进行后期扶持。只有这样,才能真正实现水库移民安置目标。

Identification and Measurement of Hidden Poverty of Reservoir Immigrants from the Perspective of Multi-dimensional Poverty

Reservoir resettlement is a complex social system project.In the process of resettlement,loss of land,inadequate compensation standards,fracture of the original social relationship network,maladjustment of changes in production and life style,low education level and psychological loss are easy to cause multi-dimensional hidden poverty of resettlement.The characteristics of concealment and accumulation of hidden poverty make it difficult to be detected and become a legacy problem,which may eventually cause social instability in the reservoir area and resettlement area.The AF method is used to identify and measure the changes of multi-dimensional hidden poverty during the entire process of the resettlement of Chushandian Reservoir,and the hidden poverty after the resettlement is deeply analyzed.The underlying reasons for the hidden poverty after the resettlement are obtained,and targeted late stage support is carried out.Only in this way can the goal of reservoir resettlement be truly achieved.
