矿区土地利用安全格局调控与管制研究

矿区土地利用安全格局能够确保矿山建设活动不对环境景观造成损害和保护公共利益。本文通过文献研究和调研，借助系统分析方法，基于对土地利用的相关分析，构建了矿区土地利用安全格局调控与管制系统，并对矿区土地利用安全格局调控主体与行为、矿区土地利用安全调控管理方式等进行了分析。结果表明在矿区土地利用安全格局调控与管制中，政府应采取建立生态补偿机制、调整与优化矿业产业结构、治理矿区环境、促进矿业用地集约化与规模化等为主体内容的行政方式，对土地利用的外部性进行干预；矿山企业应以预防为主，在整个矿产资源生命周期中进行全程自我管理；当地居民组织和利益团体则通过积极参与方式参与矿区土地利用，实现矿区土地资源的可持续利用。

ADJUSTMENT AND CONTROLS OF LAND USE SECURITY LAYOUT IN MINING AREAS

land use security layout in mining areas can prevent mining activities from destroying environmental landscapes, and also reflects a public interest. This paper, based on data review and cases study, establishes an adjustment and control system of land use security layout in mining area based on an analysis on land users, and discusses the commanders, activities, and managing means. The results indicate that government shall adopt an ecological compensation mechanism, adjust and optimize the mining industrial structures, improve the mine environment, enhance the land intensive use, which means to interfere the externality of land use. The mining enterprises can manage themselves throughout the whole mine life. The local people and community can be involved in land use in mining areas, which can reach a sustainable development in mining area.
