| 摘 要： | 文章分析了在招投标工作中现正在采用的定量综合评审议法的弊端,阐明其法不利于"公开、公正、公平"原则,应代之以"合理低价中标"机制,并指出专家评审成本价是评审"合理低价"的重点和关键,由此引发的一些思考,旨在探索合理低价中标的依据、成熟的条件和影响的环境因素,以及具体实施合理低价中标需重视的问题。

| Abstract: | The article analyzes penalties i.e. not conforms with the "just, fair, open" principle in comprehensive norms evaluation method, proposes reasonable low bid as bid winner and points out that cost price examination by experts is the key in reasonable low bid as bid winner. It aims at work out the basis and mature condition and influence factors of reasonable low bid as bid winner as well as the problems should be noticed in its application. |
