| 摘 要： | 针对农村公路的使用情况和目前养护管理体制的不完善,提出了适应市场运行规律的管理机制,明确了相应的责任和权利,以尽可能少的养护资源和资金,满足农村经济发展对公路通行能力及服务质量的需求,实现社会效益的最大化。

| Abstract: | According to the using conditions and incomplete maintenance management system,it puts forward the managing system that suits the market running law,and clarifies corresponding responsibility and rights,so as to satisfy the requirements of rural economic development to road transportation capacity and service quality with the minimum maintenance resource and capital,and realize the maximum social benefit. |
