互联网管控法律体系研究

互联网在给人们工作、生活带来快捷便利的同时,也能产生巨大的负面效应。为维护互联网健康有序和谐稳定发展局面,必须加强对互联网的依法管控。目前,我国针对互联网管控出台了一系列法律法规,多个管理部门也在依法履行管控职能,但在管控过程中还存在诸多问题,实际管控效果不尽人意。在当前互联网发展新形势下,需要分析借鉴国外先进的管控经验,从法律制订、法律遵循、法律实施等多方面去进一步健全完善我国互联网管控法律体系。

Research on the Legal System of Internet Public Opinion Monitoring

As the Internet brings convenience and shortcut to people’s life and work, it also exerts tremendous negative effects on it. In order to safeguard healthy, orderly, harmonious and stable development of the Internet, we must strengthen the management and supervision of it in accordance with law. At present, our government has promulgated a series of laws and regulations concerned with the Internet management and supervision with several management departments implementing the function. However, lots of problems are exposed in the process of management, thus the results are unsatisfactory. Under the new situation of the development of the Internet, it is urgently needed to learn from the advanced Internet management experiences from overseas, and promote the legal system of Internet management in our country in the areas of formulation of the law, abiding the law, implementing the law .
