| 摘 要： | 吸引跨国公司在华设立研发机构,是我国提高利用外资水平的新内容。就此分析了跨国公司来华设立研发机构的动因和对东道国的“溢出效应”与可能存在的“挤出效应”,指出目前由于政策的局限性,“溢出效应”远未发挥,因此,必须着眼于最大限度地发挥外资研发机构的“溢出效应”,调整相关政策。

| Abstract: | Attracting multinational corporations to set up research and development institutions is the new content of improving the level of foreign capital attraction of China.This paper,therefore,analyzes the causes for multinational corporations to set up research and development institutions,the "spillover effect" on host countries and possible "crowding-out effect",points out that "spillover effect" has not been brought into full play because of the limitation of policies,therefore,it is necessary to bring the "spillover effect" of foreign-funded research and development institutions into full play and readjust related policies. |
