经济发展与利用外资的安全规模

在利用外资型经济发展战略中,一国在一定时期所借用的外债是需要还本付息的,使用外国直接投资虽然不存在偿还本金问题,但仍然意味着其资源的净流出。因此,在分析一国利用外资的过程中,我们必须从其国内偿债能力的角度来探讨其利用外资的安全规模,以用来分析一国在一定时期安全利用外资的数量界限。出于这样的考虑,本文主要分析两个问题:一是一国在一定时期利用外资是否安全的判断准则。二是一国在一定时期利用外资安全规模的理论模型。

ECONOMIC DEVELOPMENT AND SAFE SCALE OF FOREIGN CAPITAL

In the course of economic development, foreign capital can be utilized to speed up the national economic growth by overcoming the constraints of investment and foreign exchange. On the other hand, foreign capital can not be used without costs because foreign debt must be serviced during the borrowing terms and foreign direct investment also means the overflight of the domestic resources. In view of the concept of debt servicing capacity, this dissertation discussed the safe scale of foreign capital in developing countries.
