循环经济理论与政策探讨

当今世界,可持续发展观作为新的文明取向在经历了漫长的演化过程后已经深入人心。以＂减量化、再利用、再循环＂为原则的循环经济在德国、日本、美国等发达国家都有了较成功的实践,其本质上是一种低开采、高利用、低排放的生态经济,能够大大提高生产与消费各环节的资源利用率,因而是可持续发展由理念向现实转变的重要模式。现在,发展循环经济已作为推进可持续发展战略、建设节约型社会的有效途径被中国政府大力倡导。

Discussion of the Circular Economic Theory and the Policy

The concept of sustainable development has been widely accepted in the world as a new type of civilization after a long time of evolution.Circular economy is ecological economy in essence,and it has three principles that are reduce,reuse and recycle.Nowadays,circular economy is being initiated by our government as a key measure to carry out the strategy of sustainable development and to establish the economical society because of its advantages on improving the resource utilization in production and consumption.There are successful practices in some developed countries,such as German,Japan and US.
