| 摘 要： | 本文在分析国内外城市防灾研究和实践现状的基础上,提出了新时期下城市灾害控制的基本思路,论述了采用仿真技术的方法研究城市灾害控制的重要性;最后提出了城市防灾规划理论初步框架。

| Abstract: | In this paper,the basic ideas of urban disaster controlling under new era are suggested on the basis of the present situation and the experiences of foreign country.The importance of the simulation technology in disaster controlling research is presented.Basic frame of Urban planning theories for disaster preventing are put forward in the end. |
