| 摘 要： | 为提供一种适于我国电力市场的输电定价方法，对英国电力交易新模式进行了分析，包括电网使用费中节点边际公里、区域边际公里以及区域电网使用费的计算3个关键环节，讨论了各主要参数对结果的影响。电网使用费中包括边际成本和综合成本，所以能提供经济信号并能维持电网收支平衡。该模型适合于线路容量较大的双边交易场合，而用于经常发生阻塞或包括集中交易形式的电力市场时则需要改进。

| Abstract: | In order to propose a suitable transmission pricing approach to electricity market in China, the wide-noticed new electricity trading arrangements (NETA) in United Kingdom is presented. The vital links of user charge for power network in NETA, such as the calculation of nodal marginal kilometer and zonal marginal kilometer as well as user charge of regional power network, are analyzed; the influence of principal parameters on calculation results is researched. Because the user charge of power network relates to marginal cost and composite cost, NETA approach can offer economic signals and keep financial balance. Analysis results show that NETA is suitable to bilateral-agreement market with abundant transmission capacity, and it should be improved while it is used in the electricity market where central-trade or mixed transaction modes coexist as well as congestion frequently occurs. |
