| 摘 要： | 通过分析与研究生态城市与生态规划的任务、原则、目标和方法，结合具体实际工程，在城市总体规划中引入了生态规划的内容，试图探索生态规划的有效途径，以期对黑龙江省的生态建设及城市可持续发展起到一定的促进作用。

| Abstract: | The tasks, principles, objectives and methods for construction of an eco-city are analysed and the contents of an ecological plan are discussed with typical examples in an attempt to build Heilongjiang into an eco-province and to achieve sustainable development in the urban areas. |
