摘    要:讨论了英国电力市场运行备用定价方法的合理性及其不足。建议我国运行备用市场采用在日前发电主市场定价基础上同时定价的联营模式,即日前定价、当日服从调度、事后按既定价格如实结算。由于运行备用市场以容量效益为主,因此很适合采用当量电价方法;又由于系统面对随机发生的事故,运行备用化解了市场风险,因此又有必要引入概率学的可靠性和随机生产模拟技术。从这两点出发,发展了运行备用辅助服务的概率学实用当量电价法。最后给出了算例。

Abstract:The UK methods for operating reserve are introduced and its advantages and deficiencies are discussed. Because the reserve capacity benefit and the system risk decreasing under the operating reserve are important, a probabilistic practical EVE (pp-EVE) methods for day-ahead pricing of the operating reserve, using the loss of load probability (LOLP) evaluation and the stochastic production simulation, is developed in this paper. It is reasonable and fair in the probabilistic sense. Finally a case study is given.
