摘    要:素质本身的特性使素质教育具有层次性、阶段性,教育结构不合理是素质教育难以落实的深层次原因。提出建立多个人口和出口的招生模式,建立各具特色的办学模式,逐步过渡到以人为本、复归人性的办学模式。

Abstract:The characteristics of quality itself have made it possible for quality education to have multi-levels and phases. Unreasonable education structure is the profound and important reason to prevent quality education from its implementation. A multi-enrollment and graduation mode was set up, and different types of mode were also set up to run the school. In this way, the mode of running the school will gradually become human-centered and human-reverted.
