构建黑龙江老工业基地消防新机制的思考

黑龙江老工业基地调整改造振兴的战略重点是加强体制创新和制度创新，全力推进国有企业改革，其主要目标是三年初见成效，八年重振雄风，成为我国经济新的增长区域。通过解读老工业基地振兴有关政策和规划，分析了消防工作面临的形势和任务，提出了在消防管理制度、消防社会化管理机制、消防监督等创新思想，建立适应黑龙江老工业基地调整改造相适应的消防新机制。

Study on setting up new fire protection mechanism in the old industrial base in Heilongjiang

The old industrial base of Heilongjiang province has changed its strategic points.It pays more attention on the reform of the system of organization and instituion.Its main goal is to revive the old industrial base in eight years.Based on the analysis of the policies and planning of the base and the current state and task of fire service,the paper gives its new thoughts on how to improve the fire management system,the socialized fire management mechanism as well as the fire supervision system.
