重点油气资源国家和地区投资环境评价

2015年以来,全球大多数油气行业都陷入发展低谷,主要油气资源国家和地区投资环境风险加大,许多国家都通过调整油气产业政策来应对挑战。在低油价的形势下,我国油气企业也需要积极调整海外资产,重新评估目标国家和地区油气资源的投资环境,力求降低风险、审慎前行。为此,通过文献调研,梳理出投资环境的影响因素,确定构建投资环境评价指标体系的总体框架;围绕总体框架,按指标初选方法开展资料数据的收集、整理和分类工作,建成预选指标集;通过问卷调查和专家讨论等方式对梳理出的影响因素进行一级指标和二级指标的筛选,进而界定出主要影响因素作为油气资源国家和地区投资环境评价指标。通过对全球重点油气资源国家和地区开展评价,明确了我国油气企业海外投资目标国家和地区的基本风险状况,并进一步对重点油气资源国家和地区进行了排序。该项研究成果将有助于我国的油气企业结合国际地缘政治变化,对海外油气投资项目做出初步判断。

Evaluation on the investment environment in those key oil and gas resource countriesmand regions

In 2015, the global oil and gas industry fell into a depression. Those key oil and gas resource countries and regions suffered more risks in investment environment, and many countries adjusted their petroleum industry policies to deal with the challenges. Facing low oil price, Chinese oil and gas enterprises should actively adjust their overseas assets and re-evaluate their oil and gas investment environment in target countries and regions to mitigate risks as many as possible. In this paper, the influencing factors of investment environmentwere identified after literature review, and the overall framework of investment environment evaluation index system was established.Then, based on the overall framework, data collection, compilation and classification were completed by using the preliminary index selection method, and a set of preliminary selection index was established. Finally, the selected influential factors were divided into primary index and secondary index through questionnaire survey and expert discussion to define the main influential factors which are used as investment environment evaluation index of oil and gas resource countries and regions. After key oil and gas resource countriesand regions all over the world were evaluated, the basic risks that the Chinese oil and gas enterprises may suffer in overseas target countries and regions were clarified, and the key oil and gas resource countries and regions were ranked further. The research result is conducive for the Chinese oil and gas enterprises to make preliminary judgments on overseas petroleum investment projects based on internationalgeopolitical changes.
