黄河干流骨干工程开发应注意的几个问题

黄河干流骨干工程是全河水沙调控的主体。骨干工程的开发是提高黄河治理开发水平的有效途径，对沿黄有关省区的经济发展具有积极的推动作用。随着我国社会主义市场经济体的逐步建立，水电开发也在探索新的模式。本文对黄河士流大柳树、碛口、古贤三座待建水利枢纽开发的环境和条件及技术条件进行了客观分析，并对工程开发中的资金筹措、管理体制及运用方式三个方面进行了论述，提出了初步设想。

As the mainbody for the Yellow River water and sedhoent regulation, the key Projects development is an effective way for promote the level of the Yellow River regulation and development, and is of propulsion effects on the economic development in the conceming provinces and regions Along with the establishment of the socialism marketing economic system in our country,development' for hydropower is also approaching new ways .The environment and technical condihons for three will-being hydraulic projects, Daliushu, Qikou and Guxian, in the Yellow River main stem are analyzed in the paper, the finance, management system and operation pattem in the project development are discussed,and the primary proposal and suggestion are put forward.
