煤炭企业改革发展的难点及对策

认为规模小、集中度低、竞争力不强，用人多、效率代、社会负担重，产权改革滞后、企业缺乏活力，产业接规划紧张、积累困难等是煤炭企业改革存在的难点。提出联合发展，减员增效，加快产权制度改革，对煤炭企业实施倾斜和扶持政策，是煤炭企业扭亏脱困及可持续发展的重要手段。

Coal enterprise reform and development: difficulties and countermeasures

This article points out that the majority of coal mines are faced with the difficulties of small size, poor centralization, low competitiveness, too big pay-roll, low efficiency, heavy social burden, lagging reforms in property ownership, lack of vigor, bad connection of industrial sectors and poor performance in economic accumulation. The article also proposes that it is an important way for coal mines to extricate themselves from economic dilemma and enter into sustainable development to merge for common development, cut down payroll for improved efficiency, speed up property ownership reforms and implement preferential policies in favor of coal enterprises.
