关于海外油气项目社区关系的思考

处理好海外油气项目社区关系，对石油公司意义重大。国际一流石油公司在社区关系工作方面形成了成熟的管理模式，投入资金充足、注重开发管理工具、雇用当地人参与项目、重视环境保护，社区关系工作取得实效。与之相比，国内石油公司海外社区关系工作还存在不足。应该从提高认识、建立健全机制、开展规划研究、建设管理团队、开展动态评估、实现提前介入等几个方面采取措施，改善海外社区关系工作。

World - class petroleum companies have developed mature modes in managing community relations. They invest adequate fund, focus on developing management tools, hire local people to participate in projects and attach importance to environment protection, which ensure the achievements of good effects in community relations development. By contrast, SINOPEC International Petroleum Exploration and Production Corporation still shows some deficiencies in the development of overseas community relations, which should be improved by taking such measures as increasing awareness, building and improving mechanisms, conducting planning studies, building a management team, carrying out dynamic assessment and implementing early interventions.
