| 摘 要： | 在理想的条件下，竞争的市场经济可以达到资源配置效率。电力市场在较长的一段时间内并不是理想的安全竞争市场。文中重点讨论了电力市场产生不完全竞争的主要根源，包括成本，进入壁垒以及策略的相互作用等，并给出了避免的方法和具体措施，如实施反托拉斯政策、鼓励竞争参及消除进入壁垒等，以使市场尽量有效率。

| Abstract: | Resources allocation efficiency can be obtained in a perfect market.However the practical power m arkets are usually im perfectcom petition markets in a long tim e.The m ain reasons for the im perfect competition in power marketsuch as cost,barriers to entry and strategic interaction are em phatically discussed.Some corresponding methods and concrete strategies to avoid the im perfect competition including antitrust legislation,encouraging com petition,elim inating entry barriers and so on are also given so as to obtain as high as the resources allocation efficiency in power market. |
