石油尾矿合理开发经营策略及宏观优惠政策研究

在未来较长的一段时期里,中国石油的需求将日益增大。然而,国内油气资源接替能力已显不足,主力油田大多进入开发中后期,今后生产投入开发的大多属于低品位储量,致使以后各年石油尾矿储量将明显增多。为保证这部分石油资源的合理开发,本文研究首先研究提出了石油公司尾矿定义及判别标准,并运用“贴现现金流法”评价“中国石油”尾矿形成趋势;在此基础上,进一步提出延缓尾矿期到来的三大经营策略,①加强主要尾矿油藏类型的开发技术研究;②实行公司内部的多种尾矿经营方式;③实现石油尾矿的对外合作。同时,提出了石油公司向国家申请的鼓励尾矿资源合理开发的四项宏观政策建议,具体是:①尽快制订鼓励石油尾矿资源合理开发利用的法规条例;②完善石油税费制度,制订科学灵活的石油尾矿税费政策;③建立健全石油矿业权市场,实现石油尾矿资源的市场化经营;④积极鼓励不同所有制投资者参与尾矿经营,保证国内石油资源合理开发。

Operating Strategy of Proper Development of Oil Stripper and Fiscal System Study

Oil demand in China will be increasing for a considerable long time in future. However,the replacement capacity for domestic oil and gas resources is deficient,as most of main oilfields production enters medium and later phase. From now on the oilfields that is used for production and invested are mostly low-grade reserves,which will result in evidently increasing stripper reserves each year in the future. In order to ensure the reasonable development of those resources,this paper firstly puts forward the definition and criterion of stripper reserve for oil companies,and then evaluates the trend of forming strippers of "Petrochina" by using "discounted cash flow method". On the basis of these studies,the author further brings forward three management strategies that can postpone the time for stripper coming:(a) to strengthen the technology study for developing main types of stripper reserves,(b) to carry out multiple managing manners for stripper within the company,(c) to realize foreign cooperation for strippers. At the same time,the author brings forward four proposals on applying for supporting policies of reasonably development of stripper reserve from the government:(a) to formulate rules and regulations to encourage the reasonable development and utilization of stripper resources as soon as possible,(b) to perfect the fiscal system of oil,and scientific flexible fiscal policy for strippers,(c) to establish soundly market for oil mining right,and to realize the market-oriented operation of stripper resources,(d) to actively encourage investors of different ownerships to participate stripper management,and to ensure the reasonable development of domestic oil resources.
