论高校期刊优先数字化出版

针对中国知网(CNKI)推行的期刊优先数字化出版平台,从时代发展、科技进步、期刊宗旨等3个方面论证了高校期刊应该开展优先数字化出版。讨论了优先数字化出版对期刊编辑部、编委会形成的要求。认为与具有原始性特征的历史文献的优先数字化出版不同,期刊的优先数字化出版突出的是论文的创新性;高校期刊应该在缩短文章的初审、外审时间,提高编辑对稿件的科学性、常识性错误的识别能力、编辑加工能力,稿件编校质量控制等方面适应优先数字化出版;优先数字化出版是针对期刊的一次浪潮,为起步晚、标准高的刊物跻身优秀刊物提供了竞争平台,也使仅仅依赖纸质出版模式的期刊面临被淘汰出局的危险,CNKI的有关规定可促进期刊队伍的有序竞争。

Prioritizing Digital Publishing for University Periodicals

Aiming at the platform of prioritizing digital publishing proposed by CNKI,this paper demonstrates from three aspects of period development,scientific progress and service purpose that digital publishing should be first chosen for university periodicals.It is argued that compared with the traditional one,the priority of digital publishing for periodicals highlights the creation,and the time span of the first reviewers and external ones for university periodicals should be shortened so as to increase accuracy as well as efficiency while avoiding mistakes as much as possible.Prioritizing digital publishing provides a platform for the late but high-qualified journals to rank among the excellent periodicals and enable the journals merely relying on paper-publishing model to avoid facing the danger of being eliminated.Meanwhile the related regulations of CNKI can promote healthy competition among the journals.
