承德市典型责任主体灭失矿山迹地地质环境治理方案与对策

承德市是河北省矿业大市,由于历史上的无序开采或盗采,形成了数量较多的以铁矿、石灰岩矿、白云岩矿为主的责任主体灭失矿山迹地,严重破坏了矿区及其周边的生态环境,阻碍了美丽河北的实现进程。基于此,本文在对承德市8县3区59个典型责任主体灭失矿山迹地地质环境调查分析的基础上,根据各县区责任主体灭失矿山迹地类型、破坏规模、气候特点等影响因素,在每一县区选一有代表性的矿山迹地进行矿山地质环境治理方案设计,为县区内其他迹地地质环境治理方案设计提供参考。为深入贯彻习近平总书记生态文明思想,牢固树立绿水青山就是金山银山的理念,依据承德市责任主体灭失矿山迹地综合治理方案,提出强化责任、加强组织领导,科学引导、强化顶层设计,持续推进、抓好专项治理和综合施策、破解治理难题等责任主体灭失矿山迹地地质环境治理对策。

Based on the survey and analysis of the geological environment of 59 typical mines that have lost the main body of responsibility in 8 counties and 3 districts in Chengde City, according to the influencing factors such as the type, scale of damage and climatic characteristics of the lost mine site by the responsible main body in each county, a representative mine site in each county is selected for the design of the mine geological environment management plan, and the geological environment management of other sites in the county the scheme design provides reference.
