养老双轨制的改革路径探析

社会养老保险制度是我国社会保障制度的重要组成部分,目前我国现有养老保险双轨制已成为众矢之的,其改革与发展关系到广大企业职工的切身利益和社会的稳定和谐.我国养老保险双轨制的产生虽然解决了当时的社会问题,但是沿用至今,其不合理性已经逐渐凸显,已不能适应社会发展和社会保障的要求,如何解决由养老双轨制引发的社会问题已迫在眉睫.以人为本,一直以来是我们党和政府一切工作的出发点,因此,从以人为本出发来研究养老双轨制问题,无疑应有一定的理论突破和实践意义,并以此为指导,实现寻求解决社会养老问题的途径.

Study on the Reform of Double-track System of Endowment

Social endowment insurance system is an important part of the social security system in our country.At present,the current endowment insurance double-track system has become the target of China and its reform and development are related to the interests of the general enterprise employees and society stability.The rationality in use of the endowment insurance double-track system has become increasingly worse up to now,although it has solved some social problems in a period of time.Obviously,the system is not suitable for current social development and social security requirements.So,solving the social problems caused by the double-track system of endowment is so important.People-oriented thought is always the guide of the work of our party and government,therefore,to study the double-track system of endowment based on people-oriented thought certainly should achieve certain theoretical breakthrough and practical significance,and seek the way of solving the problem of social endowment.
