中新天津生态城政府投资项目推行合同能源管理模式研究

为加强中新天津生态城绿色建筑全生命周期管理,更好地实现建筑节能目标,笔者对生态城已经投入使用的政府投资公建项目的运行情况进行调研。经过调查和研究发现,生态城已投入使用的项目普遍存在运行能耗偏高、运营管理不科学等问题。为了解决这一问题,对采取合同能源管理模式降低能耗进行技术和经济可行性分析,为生态城推行合同能源管理模式提供基础和依据。

Sino-Singapore Tianjin Eco-City Government Funding Project:Contract energy management mode implementation

The government funding public construction projects in Eco-city, which have already been used, are expounded in order to strengthen the management of full life circle of green buildings in Sino-Singapore Tianjin Eco-city, and achieve energy efficiency aim of a building better. According to the research, most of problems exposed, like high functioning energy consumption, unreasonable operation management and so on. To solve these problems, this article analyses the technological and economic feasibility of con-tract energy management mode to reduce energy consumption, and provides basis and foundation for the implementation of the contract energy management in Tianjin Eco-city on the next step.
