Encourage system for agricultural water saving

An effective encourage system for water saving is the precondition for efficient use of water resources in the market economy system and an important means for guaranteeing irrigation agriculture production. Measures are proposed by considering the recent condition of agricultural production in China, from management drive system, operation drive, farmer and talent encouragement. It is suggested that a platform should be built for the implementation of stimulation tools under the legal framework and promotion of equality and fairness, so as to promote sustainable development of agricultural and water resources utilization.
