农田灌溉增产效益分摊方法的探讨及试验成果初析

摘    要:在我国灌溉工程的经济评价工作中,对于农业增产效益的分摊计算,按《水利经济计算规范》(报批稿)的规定,要求采用分摊系数法.我国东部半湿润、半干旱地区,灌溉效益分摊系数一般为0.2~0.6,平均约0.4左右.这个规定适用地区广泛,浮动范围较大,对某流域内的莱一项具体灌溉工程来讲,这个系数较难选定,影响经济分析的效果和工程方案的优选. 本文结合水电部水利水电规划设计院在邢台地区进行的农田灌溉增产效益试验研究,根据试验获得的资料,初步分析和探讨了灌溉效益分摊系数的计算方法,以及在本区自然条件下分摊系数的取值范围.并对试验中的问题提出了一些看法和建议.


The Probe of the Sharing Means and The First Analysis of the Experimental Result in the Benefit of Increase Production On Farm Irrigation
Abstract:In the work of economic evaluation, The calculation of benefit of farmng increase product on reguires to adopt the coeff oienis of share baaed on the stipulation of 《Standard of the hydraulic economic calculation》 (report draft ratified). As the ea3t part of our country is Semioist and sera-ar d area, the share coefficient of irrigation benefit is usually 0.2~0.6, -the average is 0.4 or so. The stipulation is in tae for The wide area with varalle rauge, But as to particu ar irrigation project in some zone, this coefficient is difficult to select well and it affects the re ult of economic analysis and optimum selection of an engineering plan. In this article combined with The test wtudy of benefit of farm ng irrigation increa e production in Xing Tai, which was carried out by Designng Institute of Water Con ervancy and Hydro power of Hydroelectrie unit, according to the information obtained by experiment, ana ysie and calou ation have been done ten a ively of share coefficient of irrigation benefit and the scope of se ection under the natural condition in our locality. And we put foward some views and suggestions to thfe expement.
